巨大のファイルをFile.ReadLinesで読み込むのはちょっと…ってのはおいといて

var urls = File.ReadLines( @"hoge.txt" )
　　.Where( x => !string.IsNullOrWhiteSpace( x ) )
　　.Select( x => Regex.Match( x , "<a href=\"(?<url>.*?)\".*?>(?<text>.*?)</a>" , RegexOptions.IgnoreCase ).Groups["url"]?.Value )
　　.Where( x => !string.IsNullOrWhiteSpace( x ) );

みたいにすれば取り出せるだろうけど
