呼ぶ側にラベルを強制する必要なんてないでしょ
C#の例だけどラベル無しでも有りでも呼べるし有りなら順序も変えられる

static int CalculateBMI(int weight, int height) {...}
var weight = 60, height = 180;
CalculateBMI(weight, height); //<― こういう明らかなのはこれで呼びたい
CalculateBMI(weight: weight, height: height);
CalculateBMI(height: height, weight: height);

Swiftの仕様はAppleが既存ライブラリへの影響を最小限にするための苦肉の策だよ
