information about programing languages, their libraries and others
in English. In the case of punishing a project, we'd better write its
document in English. However, most of these projects have a little of
documents in English. The worst case in them is that the author wrote
a message, read the source - this has no document both in English and
Japanese.

It is a problem for Japanese that learning English is by far more
difficult than learning programing languages.
