で問題にしているのはamortized constant timeかconstant timeかの違い。
GCCでの実装がamortized constant timeなのにStandardではconstant timeと
書いてあるから、これはGCCのバグだよね、と言うのが論旨。

結局、Standardで

と修正されているので、amortized constant time操作であるstd::deque::push_back()
はStandard通りの振る舞いということ。
