public List<int[][]> List_POS;
List_POS[a] = new List<int[][]>(col_count/2);

こんなんコンパイル通らないでしょ
List_POSに入るのがList<int[][]>
List_POS[a]に入るのはint[][]
List_POS[a][b]に入るのはint[]だよ
