今月の場合だと

int i = Convert.ToInt32(new DateTime(DateTime.Now.Year, DateTime.Now.Month, 1).DayOfWeek);
int n = (7 - i) + 3;

任意の月だとDateTime.Now.Monthを変えればOK。
