VC++とするが、
$ cat hello.c
const char *greet(void) { return "hello, world"; }

$ cat hello.def
EXPORTS
    greet

こんな感じのソースをつくって、
$ cl -LD hello.c hello.def

とかやればすればDLLとインポートライブラリが出来る。
「いろは」レベルでは何も難しいことはないぞ。
