apt とか Debian いわれてもわからん。SBCL か？
(asdf:oos 'asdf:load-op :htmp-gen)
でコンパイル + ロード完了だ。だめなら、これの前に
(load "/path/to/somewhere/htmlgen.asd")
を実行しとくこと。
