どなたか教えてください

ProcessStartInfo startInfo = new ProcessStartInfo(IEXPLORE.exe);
startInfo.Arguments = "http://localhost/WebApplication1/version.html";;

Process.Start(startInfo);

と言うように、Processを使ってIEを起動した場合、targetは指定できないのでしょうか？
何度も新規ウィンドウを表示したくないのですが・・・
