なんか悩んだ記憶があったので前に書いたコード漁ったらこうやってた。

srcBitmapの部分(x, y, width, height)をresultに切り出すとすると、

Bitmap result = new Bitmap(width, height);
using (Graphics g = Graphics.FromImage(result)) {
　g.DrawImage(srcBitmap,　-x, -y, width, height);
}
