このBarだけを特殊化するのって、GCCでは

template<>template<>
struct Foo<int>::Bar<int>

って書かなきゃならないんだね。
VC++7.1では

template<>
struct Foo<int>::Bar<int>

で通るんだけど、これはバグなのかな？
