そもそも
IdHTTP1.Request.ContentType := ('application/x-www-form-urlencoded');
とか設定してるにもかかわらず、
The Proxomitronというソフトを使ってサーバとのやりとりを見ると、

Content-Type: multipart/form-data; boundary=--------111605234305593

になっている・・・
うまく設定できてないってことですよね？
