その通りみたいですね。
ISO/IEC 14882:1998 にも
void* operator new(std::size_t) throw(std::bad_alloc);
void* operator new[](std::size_t) throw(std::bad_alloc);
しか載ってませんでした。

-pedanticオプションつけたらコンパイルできなかったし。
