COAPについて記載されているのは20.4.5の注釈のようですな。
ANSIがみつかっていないので正確かわからないけど

auto_ptr does not meet the CopyConstructible and
Assignable requirements for Standard Library container
elements and thus instantiating a Standard Library
container with an auto_ptr results in undefined behavior.

"禁止"じゃなくて"未定義"か……確かに字面だけなら662の内容の
方が近いかな？

ただ、C++の"未定義"は"禁止"とほぼ同じだと思うけどね。
＃単に安全装置が付いてないだけ。
