FormStyle を使うのをあきらめて、Windows API で

SetWindowPos(Form1->Handle, HWND_TOPMOST, 0, 0, 0, 0, SWP_NOMOVE|SWP_NOSIZE);
// 戻す
SetWindowPos(Form1->Handle, HWND_NOTOPMOST, 0, 0, 0, 0, SWP_NOMOVE|SWP_NOSIZE);

というのはどうでしょう？
