Borderの分が足りてないだけっしょ。
ex=ActiveForm.Width-ActiveForm.ScaleWidth
ex=ActiveForm.Height-ActiveForm.ScaleHeight
ActiveForm.Width = ActiveForm.PIc.Width+ex
ActiveForm.Height = ActiveForm.PIc.Height+ey
とかしてみ。
ScaleModeをvbPixelとかにしてるなら
Screen.TwipsPerPixelX/Yで補正してな。
