importのrepositoryオプション指定の意味を勘違いしているヨカン。

The repository argument gives a directory name (or a path to a directory)
under the CVS root directory for repositories; if the directory did not exist,
import creates it.

importしたいローカルディレクトリじゃないんだよ。
