多分JAVAではポインタ使わないで
char buf[] = new char[128];
･･･
buf[i] = 'a';
･･･(値は入れるんですよね？）
･･･
int a = (int)buf[16];

または

String buf = new String("This is a test. 02/07/22 14:56");
int a = (int)(buf.charAt(16));
とかなるのでは。
