配列をつかっていちいち代入するのではなく、
Label1.Tag ← 1
Label2.Tag ← 2
..........
のようにオブジェクトインスペクタで設定すると、配列なしで

function TForm1.GetLabelByIndex(index :integer):TLabel;
var
　i:integer;
begin
　result:=nil; i := 0;
　while (not Assigned(result)) and (i < ComponentCount) do
　begin
　　if Components[i] is TLabel then
　　　if Components[i].Tag = index then
　　　　result := TLabel(Components[i]);
　　Inc(i);
　end;
end;

のようにできると思います。
