Mark RussinovichはSysinternalsの創業者のひとり
Process Explorerの誕生は2001年
会社ごと2006年にMSに買収（M&AのAcquisition)され、そのままMSの社員みたいな役に付いただけの話

だから「Microsoftの中の人が作った」と言うと
初心者なら「MSがわざわざ便利ツールを作ってくれた」と勘違いする恐れがある
ちなみにSysinternalsのツールは通常の解説に乗ってないAPIを使ったりして
ソースコードまで公開してたのでMSにとってはちょっとした目障り的なポジションだった
