追記
こうやると、dropdownlist全体の色が変わるんですが、
ddl.Attributes.CssStyle.Add("background-color","red");

↓のようにしても設定が反映されません･･･。
ddl.Items[0].Attributes.CssStyle.Add("background-color","red");
