http://localhost/でindex.htmlは表示されるのですが、
cgi-binの中に入れたcgi(perlで作成)が
http://localhost/cgi-bin/xxx.cgiで動きません。(404エラー)
問題として考えられるのには何があるでしょうか？

環境：AN HTTPD　/ WINDOWS XP pro
index.htmlのパスはD:\www\public_html\index.html
cgiファイルのパスはD:\www\public_html\cgi-bin\xxx.cgi
