環境(httpdとかperlのバージョン等)を書いてくれないんでなんとも言えんけど、
ためしに下記のｺｰﾄﾞを
Win2k
ActivePerl　v5.8.6 built for MSWin32-x86-multi-thread
CygwinPerl　v5.8.5 built for cygwin-thread-multi-64int
で動かしたらちゃんと動いてるようなので、今みたいな情報の小出しだと解決しないと思われ。
