にして、ESPの代わりに4500/udpを通すようにすることで
無事に0simで通信できました！！

ついでに質問(確認)ですが、500MB を超えないようにするためには

mobile access limit length 500000000
mobile access limit time off

くらいで大丈夫ですか。
積算リセットと無通信解約防止は

schedule at 1 */1 00:00 * clear mobile access limitation pp 1
schedule at 2 */1 00:01 * ntpdate ntp.nict.jp

でやろうと思います。(ntp合わせでパケットを通す)
