アドバイスありがとうございます。
「ip route 0.0.0.0 0.0.0.0 FastEthernet0」というコンフィグを抜いたら
arpテーブルからWANのアドレスが消えました。

上の設定でデフォルトルートを指定するのってダメなんですっけ？
あと設定を抜いても、Fa0がデフォルトルートであることを
分かっているんですね。グローバルアドレスだから？

メカニズムはわかりませんが、直って良かったです。
助かりました。
