例えば、0〜3を固定、4〜10を可変、11〜20を固定にするなら、
0〜3と11〜20について- tableView: canMoveRowAtIndexPath:でNOを返すだけじゃなく、
4〜10について、- tableView: targetIndexPathForMoveFromRowAtIndexPath: toProposedIndexPath:で
proposedIndexPathが4〜10ならそのままpropoesedIndexPathを、0〜3なら4(可変部の最初)を、11〜20なら10(可変部の最後)を返す。
