I^2のこと調べてみようと思って、いま、Walter Pistonの「Harmony」を
読んでたんだけど四六の和音に関して、次のように書いてあった。

Since fourth is a dissonant interval when its lowest tone is in the bass,
the six-four is an unstable chord. In its characteristic usages it is the product of melodic motion
between two stable harmonies , and thus can be considered as a grouping of non harmonic tones.

↓俺訳

完全四度はその低いほうの音が和音の最低音に配置されているとき、
不協和音程なので六四の和音は不安定な和音である。

この特性を利用することにより、二つの安定した和音の間において
メロディの進行を促進するので、非和声音だと考えられる。
